Purchase of translation services - a guide

Benedikt Kraus, Klaus-Dirk Schmitz, Ilona Wallberg

At tcworld conference 2012, tekom presented a new guide: "Purchase of translation services–a guide". This guide is intended to assist the relevant persons in the industry as well as organisations and agencies in the decision-making process while purchasing translation services. It describes the basic process flow of translation projects, the selection of suitable translation service providers and the specification and execution of translation orders.

Why is this practical guide important?

StartbildThe German Product Liability Act (Produkthaftungsgesetz) stipulates intelligibility of the product information in terms of language and contents as a condition for a faultless product. The European Machinery Directive extends the scope of this regulation to multiple languages; whenever products are sold within the European Union. The international standard IEC 82079-1 (2012) not only governs the requirements for the documentation of instructions for use and their writers, but also the general requirements for versions of product information made available in different languages. According to a study carried out on behalf of the Directorate-General for Translation of the European Union, the translation volume is expected to increase by 10% over the next few years (European Commission 2009, S. iii). As per this estimate, the translation volume in the member states would amount to €16.5 billion in the year 2015. In addition, surveys conducted by business associations, trade associations and the specialised press show that there is an increase of 7–10%, with minor variations, in the need for translations worldwide. In this regard, the different economic regions differ significantly: on account of the economic strength or market growth on the one hand and linguistic diversity on the other. While the volume of translations in North America has fallen over the last few years, it rises steadily in the Asian countries and moderately in the multilingual continent of Europe. However, almost half of the total number of language service providers who also operate internationally is based in Europe. This, along with the growing significance of foreign markets for the European industries and statutory regulations like the Product Liability Act, the European Machinery Directive and the new IEC 82079-1 (2012), emphasizes the need for a “purchase guide” for translation services.
