Is outsourcing to foreign countries a threat to the jobs of technical writers?

A new trend in the economic developments, which is going to be of importance to technical communication, too, is the outsourcing of production units to foreign locations. The discussion among the TD-fraternity in the USA is currently characterized by the experience that this results in an "offshore" migration of qualified posts to India, China and other low wage countries. Is this also a threat for the technical communication in Europe?
